ASB is behaviour by a person which causes, or is likely to cause, harassment, alarm or distress to persons not of the same household as the perpetrator. ASB is persistent behaviour that can be carried out by any person, adult or child.
Examples of ASB are:
• Threatening, intimidatory or violent behaviour, including bullying and harassment
• Drug-dealing and associated concerns, such as drug paraphernalia
• Disturbance caused by noisy pets
• Certain types of noise nuisance such as loud music or excessive shouting, when this is happening persistently
• Garden Rubbish, excessive littering and/or fly-tipping
• Running Illegal businesses from the home
• Vandalism, damage to property or graffiti
• Illegal activity in property or the vicinity
If you believe the behaviour you are reporting is illegal, please contact the Police in the first instance, using 999 if someone is in immediate danger, or 101 if it is a non-emergency. Much of our work around ASB is done in partnership with the Police and we do rely on residents reporting illegal activity to them.

Where ASB is present, Elim will open an ASB case. We will then seek to address the offending behaviour. In doing this we will work with the complainant, the alleged perpetrator and any other residents as necessary. We may also work with the Police and other external agencies or organisations based in the community. We will update the complainant on a regular basis, letting them know when the case has been closed and what the outcome is.
We often work closely with the Police because our powers to investigate and tackle illegal behaviour are limited. We are only able to enforce against our tenancy agreements, using warnings and in more serious cases, issuing notices to residents that we may seek to evict them because of their behaviour when other interventions have not been successful.
